The design includes:
- A main hall, up to five storeys high for attractions.
- Walkways and bridges linking the levels.
- Function rooms with moving screens to accommodate a variety of events.
- An upper deck and gallery with a terraced area.
- A cafe deck with panoramic views of the town.
- Restaurant with protective shutters to protect visitors from 'harsh' weather.
- A promenade and walkway to the sides of the pavilion.
- Feature towers with stairs and lifts to all floors.
- Full-height glazing at the entrance so the attractions can be seen from afar.
