I think the "real gypsies" started their journey's from India then worked their way over land and settled in Eastern Europe (I'll have to do a search to check the facts of that again!) but that's what I remember from school, I think for years they didn't have anyone to look out for their interests for a long time, whereas they have now, if their ethnic origins are not in dispute, then they are a "race" I guess, just like the American Indian's are.
I remember gypsy's beening called "tinkers" - have to look up that one and pikey and is what the connotations to them are these days, and update.
Update: - had a little look around - from the way I read it - tinker is nick name for the Irish Gypsies - Pikey can refer to anyone of any race who lives in a caravan - who is a gypsy - or like a gypsy - (pikey comes from word 'Turnpike' in a road where travellers camp)
The Romany gypsies are the one's with India ancestors that can be traced back via DNA - so in theory they could claim to be offended by the term - because of what it implies - just like when Jade Goodie called the Indian girl a "pompadom"

I'm afraid the PC brigade has made it possible for anyone who finds a name being used in an abusive context to claim the name as abusive, rather than the person using it.
If Pikey was used in affectionate terms, there would be no problem. If you call someone a 'darling' and snear it at them, offensively, then that is an abusive term.
The fact is, it is the way in which a name is used, spoken or written, the context, not the word itself. If people feel they are being continually besmirched, they should look at themselves and their conduct rather than try and blame words.
The offended, usually offensive themselves, think they can deflect attention and blame by protesting about words. Generally the public have a little more sense than that and see through it all.
If you don't act offensively, abusively or illegally, people won't call you names.

If Pikey's behaved like normal people, instead of stealing and leaving litter everywhere they go, that might not have such a bad name. It's time the PC Brigade were kicked into touch.
