NO-ONE should ever refrain from voting. The usual reason for doing so is due to the party whip. I think it is an insult to the electorate when councillors walk out before the vote is taken. Those that did not bother to turn up maybe knew in advance that they would not be there, so surely they could have voted by proxy. After all the public has been asked to vote at elections by post, online, etc.P J MAIN - Axe Close, Weston
