Ken Lacey of the North Somerset Senior Citizen's Forum, referring to North Somerset's 1.9 per cent council tax increase, said: "May I be the first and possibly the last to congratulate the council on the budget." I wonder if the people he represents will echo his applause when those who are receiving free day care in their homes find they have to pay for it at charges probably more than the savings from their council tax. It is a mark of a civilised society that those that are able pay taxes to support the most vulnerable in our society. Presumably Mr Lacey's Senior Citizens Forum comprises people in the higher pensions bracket whose lives will not be affected by any cuts to essential services, or is he overstepping the mark and failing them?
