North Somerset Council is considering whether or not to apply for borough status, which would mean current chairman Councillor David Shopland would become the district's mayor.
Council leader Cllr Nigel Ashton said at a Town Hall meeting on Tuesday: "This would make it clear to people the difference between the council's political leadership and its civic head."
If a decision is made it will take four months to implement and will require royal assent.
