COUNCIL tax payers in North Somerset are set to see their bills rise by three per cent - the lowest increase in 10 years.The rise, which is also the lowest across the region, was put forward by the local authority's Liberal Democrat and Labour Executive at its meeting on Tuesday.Councillor Mike Bell, executive member for finance, said: "I am pleased to be recommending a council tax rise lower than inflation, below the pension increase and the lowest for 10 years."Somerset County Council is planning to increase its council tax by 3.9 per cent, Bristol by 4.44 per cent and Bath and North East Somerset by 4.5 per cent.
