The scheme will deliver 12 commercial units alongside a mix of housing, with half of the homes classed as affordable.
The development forms part of a wider vision to create a new community with homes, jobs, schools and local amenities.
The approved plans are the latest phase of the Locking Parklands development, being delivered by housebuilder Vistry in partnership with Homes England.
Locking Parklands is expected to provide around 2,000 homes in total, subject to future planning approvals, on the former RAF Locking site.

The commercial units will form the first phase of a new high street and village centre.
Homes England said the development would help create a vibrant hub between existing community facilities, including the area's primary school, secondary school and GP surgery.
Sam Gammon, national disposals lead at Homes England, said: "We're pleased to be partnering with Vistry on these important phases at Locking Parklands.
"Delivery of these phases will see the areas between the completed primary school, secondary school and GP surgery filled with homes, jobs and amenities that will form a vibrant village centre at the heart of Locking Parklands and the wider Parklands Village."
Located on the former RAF Locking site, the development has grown steadily in recent years, with new homes, education facilities and healthcare services already established.
