CHARITY collectors who hassle shoppers could be kicked off Weston High Street.A new bylaw is being developed by North Somerset Council which will regulate the cash hungry collectors, sometimes known as 'chuggers' or 'charity muggers'.At the moment they cannot be controlled because they collect direct debit details rather than money, according to Town Centre Manager Steve Townsend.The new law would cover anyone obstructing or annoying members of the public while trying to sell or gather details for services in the High Street and other town centre streets. It would carry a maximum £500 fine.It is being created as part of a review of bylaws and will need to go through public consultation and be approved by the North Somerset's full council and the Government before coming into force.Mr Townsend said: "You run the gauntlet when walking down the High Street. We've established these individuals visit the town centre on a daily basis."The only thing we can do at the moment is talk to the agencies and make sure we don't get a deluge on any one day and that the individuals spread out along the street, but it doesn't seem to be working that well at the moment."My aim is to protect shoppers, so any regulation like the bylaw is most welcome.
