Cllr Tim Marter – whose ward covers Banwell and Winscombe – is a Conservative member on the council and entered his plea to the charge at Swindon Crown Court.
The court heard how the 48-year-old was given the ammunition by a family member and intended to dispose of it through an official firearms dealer. The ammunition was seized by police in December last year and he will be sentenced at the court on June 21.
