A TEENAGE flasher who ‘stalked’ and intimidated a woman and two schoolgirls by exposing himself and asking them for sex has narrowly avoided jail.

Jamie Fowler was sentenced at North Somerset Courthouse on Monday for the two incidents, one of which reduced a 13-year-old girl to tears.

Magistrates told him he was lucky to avoid a jail term for his ‘unforgivable’ actions, saying they would have a lasting impact on his victims.

The 18-year-old, who is an electrical engineering student at Weston College, was handed a suspended prison sentence at North Somerset Courthouse on Monday, and must attend a sex offender’s help programme.

The first incident happened on July 5 last year when a 53-year-old woman was walking her dog in Worlebury Woods.

Prosecutor Courtney Daley told the court that the woman was alone and heard footsteps behind her, which turned out to be Fowler, who was then aged 17, moving towards her.

He drew level with her and she saw that he had his genitals exposed, before he started asking her ‘do you like what I’m doing?’ and saying sexually explicit phrases to her.

Ms Daley said the woman was horrified and told him to go away, but he persisted in walking alongside her for several minutes.

She quickened her pace to get back to her car with Fowler following her, before he disappeared into the undergrowth.

The second incident happened on August 29 when Fowler followed two schoolgirls, one aged 15 and the other 13, as they were walking home along Locking Road.

Ms Daley told the court the two had been walking down the road when Fowler drew level to them exposing himself, and told them ‘look girls’ before asking if they wanted to have sex with him.

They tried to get away from him, with the younger girl reduced to tears. The frightened girls knocked on the door of a home on the road, and the occupant phoned their parents and the police.

Fowler, of Upper Bristol Road, Weston, was arrested on October 9, and initially denied both the charges.

He was charged with two counts of exposure, but maintained his not guilty plea until the day of his trial when he admitted the offences.

Neil Scott, defending, said: “He has accepted responsibility, and he finds it hard to explain why he has acted in the way that he has.”

Saying that Fowler’s actions would have a lasting effect on his victims, chair of the bench Jeremy Williams said: “What you did to that woman and what were just children was pretty unforgivable.

“You didn’t just flash them, you stalked them, you must have made them really frightened and it is a terrible thing to do to somebody else.”

As part of the suspended sentence, Fowler must attend a sex offenders programme and will be subject to supervision for two years.

He was also ordered to pay �450 costs and be on the sex offenders register for 10 years.
