A group of travellers are staying on the Beach Lawns in Weston-super-Mare, despite North Somerset Council serving them an order to leave.
The council first became aware that travellers had put caravans on the Beach Lawns on Wednesday.
Its officers then visited the group to carry out health and welfare investigations to ensure they were all OK before deciding to serve them a direction to leave.
The group were given until 5pm on Wednesday to move away from the site, but they are still there.
The council is preparing to go to court on Monday in the hope magistrates will serve an order forcing them to leave.
