A PARISH council could face legal action over an ongoing dispute about a gravestone in Churchill. Billy Winter was stillborn and is buried in the grounds of St John the Baptist Church, but his family has been denied permission by Churchill Parish Council to place photos on his headstone. Parish clerk Lindsay Ireland says the rules for the burial ground, owned by the parish council, are the same as those for the churchyard, which does not allow photos.Now the Winter family has sought legal advice in a bid to end the row.Kelvin Fraser, a solicitor representing the family, said "The Winters could take legal action, choose to pursue a complaint through the Standards Board for England or the local government ombudsman. "However, neither I, nor the family, want to follow these options if it can be avoided. "This is a very sad story, but I believe it ought to be possible to resolve the issue by agreement. "I plan to write to the parish council to summarise the situation and suggest councillors feel able to reconsider their decision.
