A MASSAGE parlour that has brought loutish behaviour to a Weston neighbourhood has been told to shut down.Emmanuelle's, in Baker Street, has been refused permission to carry on running and will be given about three months to close.North Somerset Council said the business is unsuitable, inappropriate and incompatible with the surrounding area and is causing a disturbance to residents because of the hours that most visits take place and the antisocial behaviour in the street.Officers refused to grant planning permission for a change of use from a dog grooming parlour.The parlour's manager told the Weston & Somerset Mercury the business would lodge an appeal that could take years to complete. The business has 28 days to lodge an appeal.Any breach of enforcement action could result in one off or daily fines of up to £20,000.A nearby resident, who did not want to be named, said: "Emmanuelle's has been trading without planning permission for over six months now and I predict it will continue for a further six months before it hands in an inadequate appeal application and the whole thing starts again."It was refused planning permission and it will be refused again on appeal. The whole thing is just a delaying tactic."I think all Weston residents should be aware that a massage parlour is just as likely to open next to their home or children's school as anywhere else and there is nothing the council can do about it except advise the boss on how to correctly fill in the application form.
