A GOVERNMENT inspector has told bosses of a massage parlour which opened near a primary school in Weston to shut it down.Emmanuelle's, in Baker Street, changed from a dog grooming parlour to a massage parlour without planning permission last year - much to the horror of residents who say the late-night noise and after-dark comings and goings have made their lives a nightmare.A planning inquiry was held to examine whether the firm should be allowed to stay open, but no-one from the parlour turned up to the hearing held in The Blakehay theatre last month. The inspector who held the hearing has now said the company should shut down, and has approved North Somerset Council's decision to carry out enforcement action against the parlour, which is a couple of hundred yards from Christ Church Primary School. The council told Emmanuelle's owners it would shut them down in September last year but they appealed against the decision, which led to a Government inspector being called in to make a final decision.
