A CONVICTED child killer has been staying at Avon and Somerset Police headquarters in Portishead.Francis Lee, previously Robert Oliver, aged 52, was moved to a room for visitors in the training block at the Valley Road headquarters after it was revealed he was living near schools and nurseries in Bristol.Lee was a member of a paedophile gang jailed for the manslaughter of a 14-year-old boy from Hackney in 1989.He was jailed for 15 years in 1989 for the death of 14-year-old Jason Swift in London.The teenager was kidnapped then drugged and suffocated while Oliver and others sexually abused him.Lee was released in 1997 - after serving just eight years of his sentence - and remains supervised by the Probation Service.Lee was never under lock and key at the police HQ and is understood to have had freedom to roam the HQ's secure grounds - which are just yards from a housing estate.He had been advised not to leave the confines of the HQ for his own protection, although he could have walked free at any time.He has now been moved to an undisclosed address.In a statement from Avon and Somerset Police and the Multi Agency Public Protection Arrangement (MAPPA) which supervises sex offenders in England and Wales it said: "Francis Lee was temporarily housed at police HQ."Once the whereabouts of Francis Lee were made public the MAPPA had to respond as part of their duty of care to the individual as well as to members of the public."Francis Lee remained at police HQ in a visitors' room for a short period until alternative arrangements were made through the MAPPA process,"During the few days that he was temporarily housed at police HQ he was chaperoned 24 hours a day and at no point posed a risk to staff or members of the public visiting the site or in the vicinity of the HQ."Our over-riding priority as a multi agency partnership remains that of protecting the public."The 176 roomed accommodation block at police HQ is part of the training school and there are six visitors' rooms."It is one of these six visitors' rooms that Francis Lee was temporarily housed in.
